In the previous patch, there was a bug with attack speed that allowed several classes to breach into new breakpoints. The way it is currently is the way it has always been. For Hybrid / Spider Assassins you used Runic Talons or the combination of Runic Talons + Feral Claws to hit the 9 FPA with a total IAS of 42 (in case of RT + RT) and 52 IAS (in case of RT + FC).
